PROBLEM TO BE SOLVED: To realize an application service providing method having advantages such that an application provider can differentiates its services from services other application service providers offer by informing a total environment including a network conditions it offers as qualities of the services, and users can utilize the services while they always understand the qualities of application service conditions the provider offers. SOLUTION: The application service providing method comprises a server on which application programs owned by an application service provider run, and user terminals owned by users and which are connected to the server through communication lines to use the functions of applications. A measuring means to measure performance of the applications is included in the server and the user terminals, and an information receiving and sending means to receive and send the performance information to the server is included in the user terminals.
