<P>PROBLEM TO BE SOLVED: To provide a nonradiative dielectric waveguide (NRD guide) that has no deterioration in the characteristics in an unnecessary mode and can be miniaturized and to provide its application element with respect to the NRD guide and its application element. <P>SOLUTION: In the nonradiative dielectric waveguide where a dielectric waveguide is provided between conductor parallel flat plates, a conductive film made of a silver paste material 12 is formed to manufacture the NRD guide having no air gap.
