PURPOSE: A variable vane pump and a motor are provided to reduce pulsation, vibration and noise by changing the discharge amount of the vane pump and rotational speed of a rotor with moving the part of a cam ring with unparallel structure. CONSTITUTION: A vane pump(10) has a housing(20), a driving shaft(70), a first pressure chamber(30), a first pump unit(40), a second pump unit(50), and a second pressure chamber(60). The pump unit includes a rotor(42) protruding vanes radially, a fixing block(44) fixed to the rotor with forming a cam ring, a moving block(46) moving against the rotor and a pressurizer pressing the moving block for the rotor. The pressurizer has a compression spring constrained in the housing and fixed to the moving block or a pressure plate, a pressure chamber connected to the discharge port and placed in the housing, the pressure plate, and a connecting rod connecting the pressure plate to the moving block.
