PROBLEM TO BE SOLVED: To improve the usability of a line by efficiently switching a plurality of B channels of a digital line. SOLUTION: The controller is provided with a first detecting means for detecting the utilization ratio of the line at time of data communication using the B channels, and a second detecting means for detecting a charging timing of a B1 channel and a B2 channel at the time of data communication using the B1 and the B2 channels. The first detecting means detects the utilization ratio of the line before the second detecting means detects the charging timing during data communication using the B1 and the B2 channels, and one of the channels B1 and B2 is released upon detecting a decrease in the utilization ratio of the line. In this way, charging by the exchange side on the B channel which is actually in an idle state due to a decrease in the channel utilization ration can be prevented, thereby increasing the channel utilization radio by users.
