PURPOSE: Apparatus and method for manufacturing a water tissue and the folding structure of the water tissue are provided to improve the convenience of use of the water tissue while maximizing the reliability of products, and to reduce manufacturing costs and the generation of errors in manufacturing process. CONSTITUTION: The apparatus for manufacturing a water tissue comprises a body having a lower apparatus room and an upper support portion(12), a winding device(160) installed at one side of the body in order to support a roll(1) so as to be supplied to the body, a multi-folding device(150) installed at the body for allowing the roll wound around the winding device to be folded in a multiple manner, and a water injector(140) installed at the support portion of the body for injecting water to the multi-folded roll.
