PROBLEM TO BE SOLVED: To provide a stable performance for a long period and to extend the service life by preventing the fusion of the opposed parts of discharge electrodes. SOLUTION: The end surfaces of the discharge electrodes 4 and 4 facing a discharge gap 7 and the outer surfaces of the discharge electrodes 4 and 4 continued to the end surfaces and located in the vicinity of the discharge gap 7 are covered with insulating films 8. The insulating films 8 are formed so that the part covering the outer surfaces of the discharge electrode 4 and 4 is thicker than the part covering the end surfaces of the discharge electrodes 4 and 4. The part covering the end surfaces of the discharge electrodes 4 and 4 is formed in a porous state. A glow discharge is triggered through the insulating films 8 between the end surfaces of the discharge electrodes 4 and 4, and this discharge is extended to the parts of the discharge electrodes 4 and 4 continued to the outer surfaces over the parts of the insulating films 8 covering the outer surfaces of the discharge electrodes 4 and 4 in the form of creeping discharge to generate an arc discharge between the base end parts of the discharge electrodes 4 and 4.
