PROBLEM TO BE SOLVED: To provide a control method capable of reducing the electric power consumption of an information recording and reproducing device for recording information to a disk-like recording medium and reproducing this information. SOLUTION: A period T1 obtained by dividing the capacity of a buffer memory 17 by a transfer rate (or a transfer rate of reproduced data) of the input data and a period T2 obtained by dividing the capacity of the buffer memory 17 by a recording rate (or a reproducing rate from the recording medium) to the recording medium are compared (S12). When T1<T2, a spindle motor 22 is rotationally driven by a stationary rotation mode (S14 to S18). When T1≥T2, the spindle motor 22 is rotationally driven by an intermittent rotation mode (S13, S18).
