PROBLEM TO BE SOLVED: To provide a variable length coder capable of creating code words having high coding efficiency.

SOLUTION: The variable length coder allots code words having code word lengths corresponding to the creation probability of information symbols to a plurality of information symbols and outputs code words corresponding to inputted information symbols 10 as coded data. Upon inputting the information symbols 10 to an information symbol corresponding part 201, it allots code words to the information symbols 10 according to one selected from among a plurality of allotting methods and outputs code values 13 showing the values of the allotted code words to a code word creator 202, and the creator 202 creates code words 14 by calculation from the code values 13 according to the one selected from among a plurality of creating methods.
