PROBLEM TO BE SOLVED: To provide an image data transfer apparatus and method with a simple configuration capable of applying data interleave processing to data when a bandwidth required for data transmission cannot be reserved. SOLUTION: When the bandwidth required for data transmission cannot be reserved, a CPU23 of the image transfer apparatus 10 eliminates transfer data stored in a transfer butter 21 in the unit of GOP. Further, the CPU23 eliminates the transfer data stored in the transfer buffer 21 in the unit of B picture or of pictures other than I picture. The CPU23 may eliminate the transfer data in the unit of GOP or pictures before storage of the transfer buffer 21 in addition to elimination of the transfer data stored in the transfer buffer 21.
