PROBLEM TO BE SOLVED: To solve the problem in a mobile terminal operated inside a transport means that communication quality is remarkably impaired due to an influence exerted to the outside and an influence exerted from the outside. SOLUTION: A system is provided with a radio base station 3 mounted on a transport means A, mobile terminals 4 provided in the means A to transmit/ receive with the station 3, line connecting devices 21a, 21b for forming a transmission channels to the station 3, and a base station controller 1 for transmitting/receiving to/from the devices 21a, 21b to control the station 3. The method comprises a step S1 of forming a transmission channel by the station 3 and the device 21a, a step S2 of detecting that the position of the station 3 is P-Δd, a step S3 of forming a transmission channel by the station 3 and the device 21b, a step S4 for detecting that the station 3 reaches a position P, a step S5 for confirming that the quality of the channel to the device 21b is satisfactory, and a step S7 for disconnecting the transmission channel from the device 21a.
