PROBLEM TO BE SOLVED: To conduct high-speed communication by combining electric power line carriers by using electric power lines of electrical apparatuses installed outdoors and communication using optical fiber cables. SOLUTION: A signal transmission and reception converter 11 is interposed between and connected to the electric power lines 12 of an outdoor device S1 of an air conditioner installed at the outdoors of a house T and the optical fiber cables H are connected with the signal transmission and reception converter 11, to constitute a signal transmission system 10. The electric power lines 12 are laid from the outdoors of the house T to an interior thereof connected to an electrical plug 8 in the house T. Signals are transmitted to or received from a signal demodulator 9 through the electrical plug 8, so that through the optical fiber cables H the high-speed communication is conducted using a personal computer P connected to the signal demodulator 9 with a LAN cable E.
