PURPOSE: An apparatus for recording and reproducing a program is provided to realize a normal reproduction operation by transmitting packets at a regular bit rate in reproducing a specific program stored in a storage medium. CONSTITUTION: A PID(Packet IDentifier) filter(210) filters only packets having PIDs respectively from transport streams. A time stamper(220) adds a local time stamp between an input packet extracted from the PID filter and the next input packet. A storage medium(230) stores the input packets added with the local time stamper and outputs the stored packets in order. A time stamp handler(240) delays the packets as much as the time stamp read from the storing medium for outputting the delayed packets to a video/audio decoder.
