<p><P>PROBLEM TO BE SOLVED: To provide an energy control network system for environmental protection by uniquely controlling power and heat generated naturally or by utilizing non-used energy sources. <P>SOLUTION: A demand-supply estimation unit 12 of a control center 1 estimates demand and supply of energy in an object area, a plan preparation and support/LCA and LCC evaluation unit 13 supports preparation of an energy generation plan in an energy generation plant 5 to utilize nature and non-used energy sources, and simulates an environmental effect and the cost for each generated plan. An operation planning and support unit 14 determines the energy generation plan optimum for the object area based on he result of simulation, prepares the operational plan of each energy generation plant based on the plan, and notifies it to each plant.
