PROBLEM TO BE SOLVED: To provide a video noise reduction circuit capable of performing satisfactory noise reduction. SOLUTION: A difference detecting part 11 outputs difference data DEF between an input video signal IN and picture data PIC of a preceding frame subjected to noise reduction processing. Meanwhile, a pulse generating part 21 generates a timing pulse TP for a period with no video components on the basis of a vertical interval of a synchronizing signal SYN. The difference data DEF and the timing pulse TP are given to a maximum value detecting part 22 and an average value detecting part 23, and the maximum value MX and an average value AV of noise quantity in the period are detected. The maximum value MX and the average value AV are given to a detection condition setting part 24 and a detection operation controlling part 25, respectively, and setting information SET and a control signal CON are generated with respect to a differential noise detecting part 13. Correction data COR generated by the differential noise detecting part 13 is given to a subtracting part 12, noise reduction processing is applied to the input video signal IN, and an output video signal OUT is outputted.
