PROBLEM TO BE SOLVED: To provide an apparatus for generating medium for recording distribution data to a reception disabled area. SOLUTION: This invention provides the medium generating apparatus for recording distribution data with a distribution destination code for the reception disabled area from distribution data comprising a first content (C)10, a first script (S)9 for describing scheduled reproduction of the first C, and a program guide 8 for describing the distribution destination code, includes: a first storage section 2 for recording the first C, the first S and the program guide 8; an analysis section 4 for analyzing the number of distributed media; a generating section 5 of an auxiliary file (F)11 for describing the distribution destination code in the unit of combined distribution destination codes; a second storage section 2 for recording the auxiliary F11; and a recording section 17 for recording the program guide, an auxiliary F32 for describing a distribution destination code including a reception disabled area selected from the auxiliary F11, a second S(34) selected from the first S, and the second C(35) selected from the first C on a medium 13.
