<p><P>PROBLEM TO BE SOLVED: To provide an electronic application system capable of facilitating applications/notifications to be presented to a prescribed institution, and an electronic application method. <P>SOLUTION: The electronic application server of the electronic application system performs a security processing of deciding whether or not to permit access to this system (step S1) and performs a user information registration processing of registering user information (step S2). Then, the electronic application server registers application/notification information and an application/ notification schedule (step S3) and creates a file for a user (step S4). Then, the application server adds an application program for the user to the file for the user and packages it (step S5) and transmits the file for the user to a user terminal (step S6).
