PROBLEM TO BE SOLVED: To provide a water sealing structure capable of further surely sealing a toxic material runnable out with ground water in a waste disposal site or the like by a common-sense construction management of a conventional degree. SOLUTION: A plurality of combination steel materials 1A consisting of two section steels with asymmetric joints 1 are continuously driven in ground. The adjacent combination steel materials 1A are mutually connected, and a soft water sealing material 2 is filled in a closed area a formed between the adjacent combination steel materials 1A. As the soft water sealing material 2, for example, a soil-based one such as clay containing bentonite or kaolin, an emulsified asphalt obtained by pulverizing asphalt followed by kneading with an emulsifier are used.
