PROBLEM TO BE SOLVED: To provide a wall surface greening panel excellent in construction easiness, load resistance, and durability stability, and a wall surface greening method using it. SOLUTION: A net-like reinforcement 19A is mounted on a connecting bracket 10 provided on the lower part of a base-stone block 15. Earth and sand are uniformly laid thereon to the vicinity of the top part of the base-stone block 15, and compacted by a roller. An anchor pin 20 of a prescribed length is inserted to the straight hole 9 of a joiner insert hole 7 provided on the upper end surface of the base-stone block 15, a lower bush 21 is fitted to a taper hole 8 through the anchor pin 20, and an upper bush 22 is inserted to the anchor pin 20. A wall surface greening panel 1A is assembled from above so that the anchor pin 20 is inserted to the joiner insert hole 7 of the panel 1A, and the connection is completed in the state where the upper end surface of the base-stone block 14 is in contact with the lower end surface of the wall surface greening panel 1A.
