SPEECH DECODING DEVICE AND ITS METHOD

PROBLEM TO BE SOLVED: To enhance quality of speech when background noise such as outdoor noise is superposed in a digital mobile radio communication system such as a car telephone and a cellular telephone. SOLUTION: A speech decoding device is provided with a speech decoding means for discriminating an encoding signal of a noise section containing noise and an encoding signal of a speech section containing speech based on control information added to an encoding signal on the transmitting side and for decoding the encoding signal of the speech section to a waveform signal when the encoding signal is judged as the speech section, a noise decoding means for decoding the encoding signal of the noise section to a waveform signal when the encoding signal is judged as the noise section and a noise control means for suppressing frequency characteristics of the noise section by controlling the noise decoding means when the encoding signal is judged as the noise section.
