PROBLEM TO BE SOLVED: To provide an optical switch which makes it easy to position a press member pressing a waveguide storage sheet and a cut-in part, and an optical waveguide device and its manufacturing method. SOLUTION: Provided are the cut-in part 7 which is cut in from one surface of the waveguide storage sheet 1, a contact member having fixed parts 3b and 4b which are fixed around the cut-in part on the opposite side of the waveguide storage sheet from the cut-in side and press members 3a and 4a which are positioned successively to the fixed parts while overlapping with the cut-in part in plain view, and piezoelectric actuators 5a and 5b which are positioned across the press parts with the waveguide storage sheet and move so as to press the press parts against the waveguide storage sheet and separate the press parts from the waveguide storage sheet.
