PROBLEM TO BE SOLVED: To provide a developer regulating member, a developer removing member, a developing device, a developer removing device, a process cartridge and an image forming apparatus by which an excellent image can be obtained by maintaining toner sealing property between a developer container and the developer regulating member or between a recovery container and the developer removing member over a long term without increasing the number of parts. SOLUTION: An elastic blade 52 is provided with a projecting part formed to be extended nearly in parallel with the axial line of a developer carrier 54 and coming into contact with the developer container 56 at the neighboring position of a supporting sheet metal 53. Assuming that the deformation amount of the projecting part in a perpendicular direction to the surface of the container 56 with which the projecting part comes into contact in a state where a developing blade 51 is attached to the container 56 is L1, and the deformation amount of the container 56 in the perpendicular direction when applying the same force as repulsive force caused when deforming the projecting part by the deformation amount L1 to the surface of the container 56 is L2, they satisfy relation L1>L2.
