PROBLEM TO BE SOLVED: To provide a developer regulating member, a developer removing member, a developing device, a developer removing device, a process cartridge and an image forming apparatus capable of realizing the improvement of toner sealing property between an elastic blade and a developer container and stability in the abutting pressure or the entering amount of the elastic blade with respect to a developer carrier or a latent image carrier without increasing the number of parts. SOLUTION: A developing blade 21 is provided with the elastic blade 16 consisting of an elastic body extended in the axial direction of a developing sleeve 14 and disposed in contact with the sleeve 14, and a supporting sheet metal 19 for attaching the blade 16 to a toner container 12, which is formed to be extended in the axial direction. Then, the sheet metal 19 is attached to the edge part of the aperture part 13 of the container 12 so that the blade 21 may be supported on the container 12, and the blade 16 has a projecting part coming into contact with the container 12 near the sheet metal 19, then the projecting part is formed to be extended nearly in parallel with the axial line of a photoreceptor drum 4.
