PROBLEM TO BE SOLVED: To enhance cushion property while easily disposable, excellent in mechanical strength, lightweight, and inexpensive in manufacturing costs. SOLUTION: This cushioning material comprises a paper honeycomb panel A formed by fastening paper-made surface boards 2, 2 on both faces in a thickness direction in a paper honeycomb core 1, where this paper honeycomb panel A is provided with concave portions 3, 4, 5 and a penetration bore 6 as a receiving portion for receiving and retaining packed goods.
