PROBLEM TO BE SOLVED: To provide a method for accurately measuring the whirling of a target rod during formation of a glass fine particle aggregate. SOLUTION: In this method for manufacturing optical fiber preform, the glass fine particle aggregate is formed by depositing glass fine particles on the outer periphery of the target rod which rotates around the axis of longitudinal direction and tapered parts formed on both ends of the glass fine particle aggregate is heated by a tapered part heating means. Therein, the whirling of the target rod on the formation of the glass fine particle aggregate is monitored by using a picture near the tapered part. It is desirable that a CCD camera is used as a monitoring means. COPYRIGHT: (C)2003,JPO
