PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus reducing the consumption of electrical energy while idling by using a low cost means. SOLUTION: In the fixing device provided with a heat roll integrated with a heating means and a press roll installed to face the heat roll, a blocking member to block the air flow is provided on an inner wall of a casing retaining both rolls to be able to be rotated.
