PROBLEM TO BE SOLVED: To obtain an excellent image by properly transferring a toner image formed on an image carrier to a transfer belt. SOLUTION: Following conditions are satisfied in the transfer belt. The maximum volume resistance valueρv1 and the minimum volume resistance valueρv2 which the measured by 100 V voltage at a part in a thickness direction are within the range of 10<SP>6</SP>-12<SP>12</SP>Ω.cm and satisfy a formula: logρv1-logρv2≤1. A thickness direction volume resistance value Pv measured by 500 V is Pv>10<SP>5</SP>Ω.cm and a surface resistance value Ps measured by 500 V is Ps<10<SP>14</SP>Ω/(square) cm and the resistance values Pv and Ps satisfy a formula: logPs-logPv≥4.
