PROBLEM TO BE SOLVED: To provide a medium delivery mechanism capable of preventing occurrence of biased delivery of a medium on which the medium comes to be in a state separated from a picking roller as a medium placing surface of a medium tray is lowered at the stand-by time. SOLUTION: This medium delivery mechanism is furnished with the medium tray 20 on which at least a part of the medium placing surface is free to elevate against the picking roller 10 and delivers the medium 1 by rotation of the picking roller 10 as the medium placing surface of the medium tray 20 is lowered and the medium 1 comes to be in the state separated from the picking roller 10 to improve a setting property of the medium 1 and to prevent deformation of the medium 1 at the stand-by time and the medium placing surface of the medium tray rises and the medium 1 comes to be in a state pushed against the picking roller 10 at the delivery time, and it has a holding means of an elastic film 47, etc., to make contact with the medium 1 at the time of rising motion of the medium placing surface of the medium tray 20 and to elastically push the medium 1 against the medium tray 20.
