PROBLEM TO BE SOLVED: To provide methods for producing a stock solution composition for a rigid polyurethane foam and the rigid polyurethane foam which contain HFC-365mfc with an ozone decomposing coefficient of zero as a foaming agent, having adhesive strength to a face material which is equivalent to or higher than that of conventional ones, without reduction of adhesive force with the elapse of time, causing few void generation and without deterioration in appearance quality of products. SOLUTION: The stock solution composition for the rigid polyurethane foam is obtained by mixing and reacting with an isocyanato component having an isocyanato group to form the rigid polyurethane foam, which comprises a polyol compound having an active hydrogen group, a catalyst, a foaming agent containing HFC-365mfc, a foam stabilizer which is a silicone-based foam stabilizer without an active hydrogen group.
