PROBLEM TO BE SOLVED: To always keep the blade cutting frequency per unit length or the discharge quantity of an improving agent or the both at a set value or more. SOLUTION: The actual valuesΔNs andΔqs of the blade cutting frequency per unit length and the improving agent discharge quantity are compared with set valuesΔN andΔq every time when the vertically moving quantity of a stirring blade reaches a unit length, and the vertically moving action to the next unit length is continued under the condition thatΔNs is equal to or larger thanΔN, andΔqs is equal to or larger thanΔq.
