PROBLEM TO BE SOLVED: To carry out stable paper delivery by preventing jamming and defective conveyance of paper sheet by a second guide 4 when a loop of the paper sheet is released. SOLUTION: The paper delivering device 1 is provided with the second guide 4 acting as a paper conveyance guide leading the paper sheet in a delivery direction during normal conveyance and supporting looping when looping the paper sheet by turning to release a loop forming space 10. It is provided with a comb teeth shape in a turning end part of the second guide 4, and a third guide 11 provided with a comb teeth shape deviated in a paper width direction from the comb teeth shape of the second guide is provided so that the second guide 4 passes within a movable range of the second guide 4.
