PROBLEM TO BE SOLVED: To solve the problem that a refueling operation is separated into an operation on the side of a refueling room and a control rod operation on the side of a central control room so as to be judged mostly by respective operators in a man system, that an operating procedure must be controlled dually, that a transfer of the operating procedure is unefficient such as time- consuming or the like, that the operators must pay attension to each operation, that the operating efficiency of the refueling operation is wrong and that a burden of the operators is large. SOLUTION: A fuel unloading or loading operation during a fuel movement or the control rod operation and a control-rod drawing or insertion operation in a nuclear-reactor periodical inspection are monitored collectively by the refueling-machine controller, the progress of the operations is controlled, the fuel movement operation is made efficient, an operation in an annual inspection of a refueling machine is supported, the burden of the operators or an inspector is reduced, and the fuel movement operation and the control rod operation can be performed safely and in a short period.
