PROBLEM TO BE SOLVED: To provide a method for producing a paper substrate phenol resin laminate which is suitable for a use of printed wiring board, satisfies flame- retardant standard UL-94V0, has excellent solder resistance and a low smell. SOLUTION: This phenol resin composition comprises a drying oil-modified resol phenol resin and a condensed phosphoric acid ester as main components and is obtained by mixing the drying oil modified resol phenol rein with 20-60 wt.% total of the condensed phosphoric acid ester based on the phenol resin solid content in which 10-50 wt.% of the condensed phosphoric acid ester is mixed during the synthesis of the phenol resin. This phenol resin laminate is obtained by using the phenol resin composition. COPYRIGHT: (C)2003,JPO
