PROBLEM TO BE SOLVED: To provide a medicament or functional food capable of suppressing the rise in blood glucose level or blood pressure.

SOLUTION: This medicament is obtained as extract derived from grape seed squeezed juice, the extract containing ≥35 wt.% flavanol or ≥30 wt.% proanthocyanidin as an active ingredient; wherein the molecular weight of the proanthocyanidin is 3,000-10,000.
