PROBLEM TO BE SOLVED: To accurately test popping pressure even in a safety valve of a pressure vessel of medium low pressure for reducing the popping pressure, and to eliminate the possibility of an oil stain. SOLUTION: A diaphragm case 11 has an air vent 11e and a through hole. A diaphragm 12 is arranged inside the diaphragm case 11 so as to move in the direction for separating from the through hole side by receiving pressure of air from the air vent 11e. One end is fixed to the diaphragm 12 by penetrating through the through hole so that a stem 13 moves together with a movement of the diaphragm 12. An elastic member 14 is arranged so as to energize the diaphragm 12 to the through hole side. A fixing member is arranged so that the stem 13 can be fixed to a spindle 6 of the safety valve 2.
