PROBLEM TO BE SOLVED: To obtain a coating material composition for forming a coating film and a heat-resistant precoat steel plate having excellent heat-resistance, formability and corrosion resistance by dispersing flaky powder to reinforce the network structure of a siloxane bond. SOLUTION: The coating material composition is composed mainly of methyl silicone resin and formulated with 5-100 pts.wt. of flaky powder 3 based on 100 pts.wt. of total resin. The flaky powder is preferably a scarcely water-soluble oxide having an average particle diameter of 0.5-50μm and a thickness of≤1/5 of the average diameter. The methyl silicone resin is expressed preferably by the formula (CH<SB>3</SB>)<SB>a</SB>SiO<SB>(4-a-b)/2</SB>(OH)<SB>b</SB>(a=0.5 to 1.5; and b=0.5 to 1.05). A coating film having excellent heat-resistance, formability and corrosion resistance can be produced by applying the coating material composition to at least one surface of a base plate to be coated at a rate to give a dried thickness of 2-15μm, and drying the coating film by heating to the plate temperature of 150-250°C to effect the orientation of the flaky powder 3 along the surface direction of the base steel plate 1.
