PROBLEM TO BE SOLVED: To provide a tape winding type binding device capable of positively and stably cutting tape and providing a favorable wound state. SOLUTION: The tape T is sequentially fed out at predetermined lengths by first and second feed rollers 39 and 44 and first and second pressing rollers 45 and 50. A second swinging lever 81 provided with a cutter 82 and a tape holding lever 85 are integrally swung by actions of a spring receiver shaft 86 and a spring 88. Before the cutter 82 enters a movement locus of the tape, the holding lever abuts on a cutter receiving member 83 and it holds the tape. Then, only the cutter moves and it cuts the tape. Even after withdrawal of the cutter, the tape is held between the holding lever and the cutter receiving member for a predetermined period, and it is released when winding of the tape is started. The second feed roller and second pressing rollers applies a crease to the tape to provide rigidity, and the cut tape holds a desired attitude. COPYRIGHT: (C)2003,JPO
