<P>PROBLEM TO BE SOLVED: To generate power even when wind speed is low by improving a starting characteristic of a wind power generating device. <P>SOLUTION: A condenser part 8 is constituted to condense electric power generated by the wind power generating device 4, to supply the condensed electric power to the side of the wind power generating device 4 in the case when a windmill blade 1 stops and to start a power generator as an electric motor.
