PROBLEM TO BE SOLVED: To prevent revolving speed of a revolving base from being lowered, even if load applied to an arm or a boom is fluctuated, when compositely moving the revolving base and the arm or the boom. SOLUTION: This driving control device 40 has a turning motor 12, a revolving and driving control valve 41 for controlling the driving of a boom cylinder 31 and an arm cylinder 33, and a boom driving control valve 51 and an arm driving control valve 61. A first oil path 42, a second oil path 52 and a third oil path 62 are connected among the driving control valves 41 and 61 and actuators 12, 31 and 33. In the oil paths 42, 52 and 62, a first pressure compensating valve 47, a second pressure compensating valve 57 and a third pressure compensating valve 67 are provided. Hydraulic pressure of a first pilot oil path 44 acts as pilot pressure on the first pressure compensating valve 47. Hydraulic pressure of a second pilot oil path 54 and a third pilot oil path 64 acts as pilot pressure on the second pressure compensating valve 57 and the third pressure compensating valve 67 via a regulator pilot oil path 71.
