PROBLEM TO BE SOLVED: To enhance quality of speech when background noise such as outdoor noise is superposed in a digital mobile radio communication system such as a car telephone and a cellular telephone. SOLUTION: A speech encoding device is provided with a noise superposed section detection means for judging whether a signal to be inputted from a telephone microphone is a signal of a speech section or a signal of a noise section, a speech encoder A for encoding the signal of the speech section and a speech encoder B for encoding the signal of the noise section, when the noise superposed section detection means detects the noise section, control information regarding a decoding processing of the noise section is determined and transmitted.
