PROBLEM TO BE SOLVED: To provide a method and a device for surface treatment such as descaling or surface roughening of a steel plate and shape steel with excellent surface finish in a small treatment place without requiring special skill. SOLUTION: In this method and device for surface treatment of a steel plate and shape steel by mechanical surface treatment, amorphous fine grains with a hardness of Hv 900-1000 higher than the surface hardness of a treated material and the Young's modulus of 6.37×104-9.8×104MPa are blasted toward the surface of the treated material from the outer peripheral direction of the steel plate or shape steel in a process of carrying out descaling or surface roughening of the steel plate and shape steel by shot blasting.
