PROBLEM TO BE SOLVED: To provide a water treatment method and apparatus which can efficiently treat raw water with ozone. SOLUTION: Raw water and ozone gas are brought into countercurrent contact with each other in a packed column to conduct chain opening of a benzene ring, a cyclohexane ring, a decalin ring or the like of aromatics or dioxins contained in the raw water and deodorization, decoloration, and disinfection of the raw water. Untreated raw water is poured into treated water, which has been rendered colorless within a storage tank provided at the bottom of the packed column, to decompose ozone remaining undecomposed. Alternatively, hydrogen peroxide is added to the treated water withdrawn from the packed column, and, in addition, ultraviolet light is applied to the treated water to instantaneously generate, from the unreacted ozone and/or hydrogen peroxide, highly concentrated hydroxy radicals which can rapidly oxidatively decompose carboxylic acids having a small number of carbon atoms, which cannot be satisfactorily oxidized without difficulties with ozone alone, to reduce CODM<SB>n</SB>and TOC.
