PROBLEM TO BE SOLVED: To stably immobilize a soluble heavy metal for a long period of time by certainly preventing the elusion by making the soluble heavy metal contained in soil or a waste contaminated by the harmful soluble heavy metal such as lead, mercury, cadmium, copper to a stable hardly-soluble salt. SOLUTION: The heavy metal insolubilizing agent contains one or two or more kinds selected from the group consisting of a tungstate of monovalent and a tungstate of divalent metal as an active ingredient. In the method for insolubilizing the heavy metal, this heavy metal insolubilizing agent is added to the soil or the waste contaminated by the heavy metal to insolubilize the heavy metal.
