PROBLEM TO BE SOLVED: To provide a packaging sheet having high humidity permeability and high alcohol permeability and also having high thrust strength and good heat sealability, a packaging bag for an alcohol transpiration agent and a food packaging bag. SOLUTION: The packaging sheet 1 is constituted by laminating a nylon film 10 and a nonwoven fabric 20. The nylon film 10 is subjected to biaxial stretching processing and has a thickness of 5-30μm. The nonwoven fabric 20 is made of a thermoplastic resin such as polyethylene or the like having a melting point lower than that of the nylon film 10 and is constituted of two layers having different melting points, that is, a high melting point nonwoven fabric 20A and a low melting point nonwoven fabric 20B.
