PROBLEM TO BE SOLVED: To reliably produce a solution by evenly mixing a plurality of solutions supplied to a mixing flow route or almost completely carrying out chemical reaction by mixing solutions. SOLUTION: The effective route length PEF (m), which is a length from interface contact point CP of stratified flows of solutions L1 and L2 introduced into a mixing flow route 26 from liquid supply routes 16 and 18 to the terminal end of the mixing flow route 26 along the flow direction is set so as to satisfy the inequality PEF≥(VMAX×TMAX<SP>2</SP>)/DMIN. In the inequality, VMAX denotes the maximum value of the initial flow rates of the solutions L1 and L2 introduced into the mixing flow route 26; TMAX denotes the maximum value of the diffusion distances along the diffusion directions of the respective solutions L1 and L2 for evenly mixing the solutions L1 and L2 in the mixing flow route 26; and DMIN denotes the minimum value of the diffusion speeds of the respective solutions L1 and L2 introduced into the mixing flow route 26.
