<p><P>PROBLEM TO BE SOLVED: To provide a decomposable composite flame-retardant sheet having microbial decomposability, hydrolyzable properties and photo-degradability and capable of being utilized after use, and to provide a method for utilizing the waste thereof. <P>SOLUTION: A resin coating layer contains a polymeric material having the above mentioned decomposable properties and a flame-retardant organic substance containing a phosphorus atom and/or a nitrogen atom but not a halogen atom.
