PROBLEM TO BE SOLVED: To provide an apparatus for automatically producing stocks for grafting seedlings with no variance in quality such as percentage of rootage, giving an operator no anxiety about the safety aspect of a manual driving operation without using a connection member for connecting the stocks with scions. SOLUTION: This apparatus comprises putting the stem of the stock seedling on a stem receiving groove 21, moving a back and forth sliding stand 11 to the backside, cutting the stem of the stock seedling through letting a horizontally cutting blade 7 cut across, moving a right and left sliding stand 11 to the left side, and cutting the edge of an axial cutting blade 65 in the cut surface of the cut stem of the stock seedling to form a scion inserting hole for inserting the scion in.
