PROBLEM TO BE SOLVED: To provide a filler for landfill wastes which exhibits a barrier function such as a capability of shielding water, a capability of retarding radiation of radioactive nuclei, or the like from the beginning and maintains such a function for a long duration and provide a production method and an application method of the filler for wastes to be disposed by landfilling. SOLUTION: The filler for landfill waters, its production method and its application method involves producing a bentonite slurry 4 by kneading a power bentonite 1 with a prescribed amount of water 2 and producing bentonite concrete 7 by kneading 6 the bentonite slurry 4 with a high density solid-state bentonite 5. A barrier function such as a capability of shielding water, a capability of retarding radiation of radioactive nuclei, or the like is accomplished from the beginning and maintained for a long duration by kneading and producing the fluidizing bentonite concrete that can be poured and piled 8.
