PROBLEM TO BE SOLVED: To provide a technique for forming a coating film having a photocatalytic capacity and a high surface hardness on a glass plate, a resin sheet or a metal plate. SOLUTION: A mixed solution of a tetravalent titanium salt and a calcium salt is reacted with a basic solution to form a titanium and calcium-containing hydroxide in a mixed state and titanium in this hydroxide is subjected to peroxidation reaction by an oxidizing agent to form a coating film forming aqueous liquid containing amorphous titanium oxide having a peroxo group forming amorphous titanium peroxide or titanium in the hydroxide subjected to peroxidation is further heated to form a coating film forming aqueous liquid containing fine particles of anatase type titanium oxide converted to an anatase type. This aqueous liquid is applied on the glass plate, the resin sheet, the metal plate of the like and the coated plate is heated to form a coating film having a photocatalytic capacity high in transparency and surface hardness.
