PROBLEM TO BE SOLVED: To conduct the weight reduction of a valve and the improvement of operability by reducing the dimension of a flowing water detector to be used for a dry sprinkler fire-extinguishment facility, and to reduce labors for setting pressure, etc., in the case of setting flowing water in a piping. SOLUTION: The flowing water detector the channel of which is opened by rotating of a valve element 11 is provided with a locking means 15 for keeping the closed state of a valve element near the periphery of the valve element 11. The locking means 15 is in contact with one end of a rod 19 projecting to outside the flowing water detector, and the other end of the rod 19 is connected with a rod control mechanism for controlling the movement of the rod. Between the rod control mechanism and a secondary-side piping, a reduced pressure acting valve is installed to unlock the locking means by the reduction of pressure in the secondary-side piping of the flowing water detector.
