PROBLEM TO BE SOLVED: To provide an epoch-making altitude refuge device which can descend at an approximately same speed even if a person of any weight uses it because a conventional portable refuge tool, which is classified by the weight of a user and various types of which must be completed separately for allowable weight, assuming the user, is very inconvenient. SOLUTION: The altitude refuge device comprises a pulley 5 for drawing out a rope 1 placed in a rotating shaft 4 placed rotatably within a vessel body 3 having a rope winding portion 2 in which the rope 1 is wound and accommodated in such a way capable of being drawn out, a resting plate 7 which is placed in the rotating shaft 4 and generates brake force by rotating within a closed chamber 6 filled with oil, and a rope drawing-out brake mechanism, which regulates a rope drawing out at an approximately constant speed regardless of magnitude of load by the constitution that a winding diameter is adjusted by the change of a pulley groove 5B interval of the pulley 5 according to the load. The pulley 5 is connected in a rotation stopping state with many uneven lines, whose peripheral face has length in an axial direction, being formed side by side in a circumferential direction.
